ATLANTA COOL ROOF ORDINANCE
Passed on June 2, 2025, Atlanta Ordinance 25-O-1310 requires new and replacement commercial roofs to utilize light-colored, reflective “cool roof” materials to combat urban heat islands, lower energy costs, and improve air quality.
– Applies to all new commercial construction and full roof replacements of low-slope roof applications.
– Darker materials are permissible if additional insulation achieves equivalent thermal performance.
– The ordinance applies to projects initiated one year after passage. Effective June 2026.

Benefits of Cool Roofs to Consumer
Cool roofs lower surface temperatures from over 150°F to much lower levels. They tend to extend the life of roofing materials by limiting thermal degradation. Cool roofs often have lower maintenance and energy costs, saving 7-15% on cooling expenses.
Cool roofs already dominate commercial rooftops. TPO and PVC, often used as cool roofs, have surpassed traditional “old-school” roof applications. These are the roof systems that are most recommended.
